You can try to do writs at near their max level.. Like if it's for 8-14 don't do it at 8, do it at 13 or 14. I get the need to limit top tier spells but... Not all top tier spells are top tier. I think there could be a variable component cost so the time stops and mords cost a fortune but the offensive spells (which are at best a crapshoot when DCs are involved) were cheap or even free.

Lastly, I think citizenship cost is too cheap. At least with the current economy, 10,000 is a much quicker, almost simple earn than when I first started in 2010.
