At least we found AN issue, that could be THE issue.
A fix is in the pipeline.

I've tried to test this back and forth, I've skated on the dev area, crashed the server, did some build backflips to get it to bug out.

This is not a bug. Feat based UCL is only reliant on its main class. In this case, Dirgesinger. The current formula dictates that Dirge 5 will give you a CL of 15, which is tier 4. Keep also in mind that while you might not get an answer, it doesn't mean it goes unseen. There's a ton of bugfixes that are too small to bother documenting or gracing with a thoughtfully written answer - as for that, it falls to the individual nature of each dev. Tested. Not an issue.
UCL is capped by HD, by levels 0 (tier 1), 5, 9, 13 and 17, with t6 only accessible through feats or epic reqs.

In English, you need to be a total of level 17+ to be eligible for UCL 5.

We determined that the -UCL command was breaking things.
It is due to be executed at dawn.

It may be that, in fact, the UCL command is breaking your actual UCL (if the UCL calculations fail to make sense of your character or the source of the spell, they may be returning a zero-value). I have a character who has been cursed for RL months. Every time I log in the curse instantly renews. I tried remove, all the restores, the pray command, even dying and respawning hasn't fixed it.
