Ship bug sailing to Skal

Description:

Starting in month 4, the ice thaws and characters can use the NPC ship to sail away from Skal.
However, my character rented a boat on the mainland (Penny Rose), and he was unable to sail *back* to Skal during month 4 (as late as day 25).

Steps to reproduce:

Sail away from Skal during month 4.
Once on the mainland, rent a ship and try to sail back to Skal.
You'll get a message about the ice blocking the way.

Expected result:

The rented ship should allow you to sail back to Skal starting in month 4.

Actual result:

Character is unable to sail to Skal.

Notes:

I guess it will open up in month 5 for rented ships, but it should be open in month 4.

You can sail from Skal starting on Month 4, but you can't sail to Skal until Month 5. It has been this way forever.

I think there's an IG justification in there somewhere about Skal boat captains being better at navigating the ice.
