Frost-bitten Hinterlands Writ - not working

Despite visiting and patrolling in the areas named (Jory's Lodge I'm 100% sure is correct), I received no progress on this writ.
Steps to reproduce
----------------------------
Take writ, travel to affected areas.
Expected result
-----------------------
0/1 should become 1/1 as each area is visited.
Actual result
-------------------
0/1 remains on the writ.
