Portals can teleport you to themselves

To put it another way, a portal destination "X" will now appear in the list of options in the dialogue for portal X. Clicking it will cause two teleport VFX to fire around your character.

It can be very useful to move to a portal in the same area, if doing that portals you across the area (e.g. using a lense or -teleport).

Lenses and -teleport yes, but until the last update a portal's list of dialogue options did not include that portal. That only changed with the update, which I assume means the portal dialogues are not working the way the developers intend for them to work, which is why I noted it here.

There's no harm per se, but as a designer you want to have a clean, helpful UI. Having a portal that loops back to the same exact portal is not very clean and would be considered an annoyance if you had to sit through a load screen to end up right back where you started.

There is no load screen. It jumps you to the portal that you are already standing at.
