Sewer Rat Gang Replaced by Sewer Beasts

In the areas Cordor Sewers (Old Tunnels) and Cordor (Undercity) Sewer Rat Hideout it seems the Sewer Rat Gang humanoids have been replaced by Sewer Beasts and actual Sewer Rats. The humanoids do sometimes spawn but only singularly if at all.

Yes. The Sewer Rat Gang leader appears to just lead a gang of beasts with no actual members.
They spawn in the maps around him, but not his map. Attack dogs also spawn with the rats/beasts.

This was before the sewer rat druids. Like months ago. I assumed it was a design joke. King of the literal rats

The gang was effectively wiped out by the actions of PCs a while ago. Since then the druids and their pets have moved in. I assume the presence of the Gang Leader is a temporary thing until someone gets around to changing the requirements of the Writ.

The gang itself is very much present in all the maps surrounding this one.
Also the gang are murdered repeatedly by PCs every day - This never has any effect on the module.
