Recently I've noticed my drow's saves were lower than normal by a few points. I've rested him. Logged him off. Cast various restores. Prayed. Removed all his gear. Done just about everything other than forced my character into a death. Checked his sheet, still decreased. Unsure why or how.

Can you be more specific? Are the saves on the sheet red? Is this versus some spells?

The saves are not red.
I just noticed recently the values are all a few points lower than normal.
Upon investigation, the sheet lists "Saving Throw Decreased" and "Skill Decreased" both under the effects.
They persist through server resets, server changes, rests, prays, restorations, even while the character is utterly naked.
The only thing I haven't tried is forcing my character into a death.
