Looks like there might be an issue with the creation of Greater Restoration scrolls when being scribed by a Favored Soul. It says that it's missing certain components. (Several IC requirements for scroll creations have been tested and still no luck.)
Clerics in comparison can create these scrolls without any pre-requisites so I'm guessing it's a bug.
