Deflect Arrows Inop

Deflect Arrows is completely inoperative. Tested for a long time on Surface against multiple ranged enemies. Never fired once on an unarmed dex monk, who should almost always succeed.

Deflect arrows only functions while the deflector is attacking and for one round afterward.

You have to engage in combat for it to work. If you're just standing there never attacking while they shoot you it doesn't activate. This is vanilla functionality.

Fought for hours against archers, making rounds with Malar Hunters, Lizard Archers, Sea Bandit Archers, Wharftown Boy Archers. It didn't fire once and they regularly pin-cushioned me....while attacking. I've had characters for years and years with this feat and it functioned beautifully.

Methinks something is amiss.

Post-reset its working fine...on my very first fight. Very strange...and though I just weighed in on their timing, color me convinced about their necessity.
