Description of Bug Experienced:
Failing the avoid encounter roll results in auto-attack - or should. No NPCs are spawning.
Turning on encounters also doesn't spawn NPCs on the ship.
Steps to reproduce the Bug:
Go sailing.
Either fail save or turn on encounters.
Expected Result:
NPCs try to kill you.
Actual Result:
No one dares.
