Harb Eldritch Patronage - Not 100% Refunding Spells

Description of Bug Experienced:
Eldritch Patronage for Epic Harbinger is not 100% refunding spells of 1st-circle. Seems to still be only basing it off of the 25% chance.
Steps to reproduce the Bug:
Be an epic harbinger with Eldritch Patronage feat, cast 1st-circle spells.
Expected Result:
Spell refunded for every 1st-circle spell cast.
Actual Result:
Not receiving 100% chance to refund 1st-circle spells. Seems more like 25% chance.
