Is it possible to create books and add stories to them in game?

This sort of depends on what you mean by 'create books' and such
If you mean just make a 'book' object and put writing in them it's very easy, and there's lots of ways to do it. You can use the Quill item, or use 'writing paper' and then stick it in a note book. Or you can just redescribe a book using the enchantment basin.
If you mean 'Make a book that can be found randomly by PCs in the randomly generated bookshelves in dungeons and such' then that means it needs to be added to the Loot Matrix.
For that write up the book, then send it to Spyre or Irongron (I believe). They will (hopefully) be able to add it if they think it's fitting. But only if they think it's fitting and have time to do so.
