Persuade and Intimidate Rolls near Cities?

Sometimes when I go near Cities, or places like Baator I get an odd roll. 2 Persuade and 2 Intimidate at a time. Any idea what that is all about?

Perhaps it's got something to do with the exile/outcast mechanic - I know that the wiki says that if you have enough persuade you can bypass some parts of being outcast. Perhaps that has something to do with it?

Well, my Character is a Drow. But it happens when I enter Benwick which is a little bit odd. I figured with the Brogendenstein outskirts (En route to the Dark Spires) it was likely something to do with the Exile system?

Basically all monster races and drow are treated as Pariahs in surface settlements, and will be unable to access shops etc without beating a DC 40 persuade/intimidiatea/disguise(bluff or perform) check.

I had this too, in odd places like you, and DMs said it was a bug and to ignore it. They said it’s due to a bug in the settlement system.
