Allow Bard's Bardic Lore to Count

Allow plain bards to use their Bardic Knowledge for their lore check if they've invested 24-27+ levels into the class.

Alternatively, let bardic lore count for half. ie. 24 levels of bard = 24 bardic knowledge = 12 plain lore.

I think bardic lore has been heavily limited by this update, as it really lacks many uses. Coupled with the limit on what spells bards can use I think this is a good suggestion.
