What are the requirements per Rule #2 to remove one? Does it count as "PvP" so before you can strip one of their position you must RP with them? What then if they are inactive? Does it have a 'time-out' where you lose it automatically if you don't log in?

Epic rep nobles can't join RH. I just tried. Even specifies this in the announcement about it now. So epic rep noble is some kind of half noble that only some things acknowledge.
