Sneak PVP
I am unsure how to PVP with someone when my sneak would certainly not pop out of the shadows and say ... "hello, I've come to kill you."
In fact, in many ways, I would imagine my guy doing things that would be anonymous ... traps and such ... but I know we must RP first before PVP - thus I'm asking for help.

Also, it's not the rule that every single member of a group has to RP with every single member of an opposing group before PvP commences--you can stay in the shadows while other members of your group interact with the target, only to pop out of stealth when they give a signal or when a fight starts. This can be a very effective way to make use of your stealth skills in PvP.
The hostile state must be activated before you join the fight, though.

I have been a victim of one of a very nicely done sneak PVP. One guy boxes you out and talks to you demanding a measly 200 or something coin in exchange for passing through while the other guy will wait in the shadows. When the conversation becomes hostile... the one talking to you will hostile you and the other will strike from the shadows after hostile.

As a thought - when in doubt ask yourself this.
'If I was the other person, would I be ok with the amount of rp given?'
It won't get you though 100% of the time (different strokes for different folks and all that) but it's a good start.

So say you're hired by a PC to assassinate another PC. There would be very little if any opportunity for RP in this situations I would think. You pop out, do your thing, fail or succeed, and its done. You died or you go and collect your reward. Am I wrong?

You have to bend your RP a little bit to make it fun, DaTexican. If it isn't fun, what's the point?
There are a lot of ways to make the confrontation memorable and RP it out. Maybe your character sees something that makes him/her question whether or not they should complete the job, and they decide to approach the potential victim to learn more about them. Maybe your character fully intends to complete the job, but in order to do so, he/she tries to get close to the target under false pretenses, to figure out the best time to assassinate them without leaving evidence or witnesses.
Ultimately, it must be interactively RPd though. It's boring if it's just a surprise attack that can only wind up in one of two ways.

An Assassin who engages in PvP is one of the most difficult concepts to play. I've seen it done badly about 90% of the time, and absolutely amazingly the other 10%. Alright! I don't play a assassin or anything even remotely close but I read the thread and wanted to ask and put out some devils advocate posts in to clarify for future readers.

What I do, is using shout emotes when in hiding. Little things, like *you hear a branch breaking from the north* , *a silent shadow slips from one alcove to the other* , *a maniacal laughter carried by the wind*....or even some more agressive ones " an arrow cleaves through the air whistling, and pierces into the tree nearby XY. A message is attached on it" ...etc.
OR.
Even shoutouts , again using shouts : "Stop or I'll shoot, state your name and business traveler" *the voice coming from somewhere northwards of the XY's position*

Using shouts despite you are in hiding will be received by the other, can set up the atmosphere, even prepare PvP. The other can chose to flee of course, but it'll establish a feeling of being hunted.

If you speak the same language that isn't common, you can also set up the atmosphere without the awkward shouting.
