Use Magic Device Classes and Scroll Level

Basic idea since I felt it was a bit sad that Rogue, Bard, and Assassin were not encouraged with this change despite the fact majority class in those should be encouraged to use UMD to the fullest.

Caster requirements for scrolls are emulated at equal UMD class level. Assassin gains special ability to combine with Bard or Rogue levels, whichever are higher since it is a PrC.

This means that Bard or Rogue are encouraged for more levels in the class but a mix of the two does not count for this affinity. Highest class level only.
