A simple suggestion; let whips be both one handed edged and one handed concussive weapons for the purposes of weapon proficencies, similar to slings for missle/thrown proficencies, or katanas/bastard swords for one/two handed proficencies, and quarterstaff for the polearm/two handed proficency.
Mechanically, whips are the weakest melee weapon available, with all of the aforementioned weapons with dual proficencies besides maybe the sling being actually very good weapon choices. They also deal slashing type damage, so it makes sense! Giving this underused and underpowered weapon dual proficencies would give players more oppertunities to make use of them.
As of right now, whips are the only concussive weapon that doesn't deal concussive-style damage (all concussive weapons deal blunt damage except whips)
When used in a real setting, whips are able to cut skin and flesh. Its not the same as a knife or blade (exceptions for special edged whips) but it still realistically and thematically works as cutting damage (also fits with the low base damage)
