"Animal" spells - Transmutation + Empower

Mechanical question. I did a forum search but couldn't find an answer.

For the Animal buffs (ie. Bulls Strength), does the SF Transmutation (+1 to Animal spells) and Empower stack?
Empower being +7, then SF Trans +1 for a total of +8?

I know the subject title is not relevant, but I have a couple more mechanical questions and don't want to flood the forum.

- At what point does the "Examine Player Stats" go from Low > Average > High?

- Looking at crafting, for items that say something along the lines of: "Character Craft Requirement: Non-drow Elven Smith", does this mean the PC has to be an Elf in order to craft it?

- Specifically for Warlock's Ranged Touch Attack, does their Attack Bonus go off of their current Dex Modifier, or otherwise 'would be' Modifier? Ie. Dex Mod would be +6, but are wearing a full plate so Dex Mod is +1. Does this penalize their AB?

Yup. Specifically, anything that's an elf or elf subrace EXCEPT for drow. So moon/sun/wood/wild elf all works, as would an aasimar or tiefling whose base race is elf.

Nope. IN ALL CASES, the Max Dex Mod on armor ONLY impacts how much AC is gained from dex. Everything else, from reflex to AB, benefits from the full dex mod.
