Can a spellsword use maximize spell to raise an elemental effect one tier?

Ie acid arrow @ lvl 8 for tier 3

Yup, you want to use maximized so you're not burning components every rest/reset.

You can indeed, use metamagic to do so. Any can do so, even quicken. Maximize should do it for most of your needs, though.

You can also use extend and empower. This is the only way to push a couple of the imbue types into tier 3.
