Mostly bored today so just thinking of something silly and absurd, but what sounds like the 'ultimate bully' build-wise I'd assume it would have high monk lvls.. improved disarm anything else?

Ehh.. able to be a nuisance in combat, like how timestop can be used to stop the fighting or improved knockdown/disarm can be used to put the other at a disadvantage

Max dex and wisdom.

Get weapon finesse and weapon focus polearm and use a quarterstaff.

Get Epic Dodge & Blinding Speed.

It won't have the offense that other builds have but it will be very hard to kill and has the feats needed to get the stuff you want like improved knockdown & disarm.

What is a 'bully' beyond how the person looks and the impression they leave? How can that be translated to building other than "take 33 intimidate"?

If we assume the enemy knows your build then first thing that comes to mind for "bully" build is something with a lot of kill pressure that can kill fast, without much buffing beforehand... like pretty much any decent WM build, barbarian, etc. I guess a sorc with strong evocation combo can be bully-ish. That sort of stuff comes to mind.

A ranged archer div-dip build with blinding speed, stealth and HiPS would be VERY annoying for almost anyone to deal with.
Chuck in scrying if you can, just so that you can always find your victim.
