Per Morderon's instructions, I am posting this here instead of the active feedback thread on this system.
It should be possible to shut the settlement stockpiles off from selling. As it stands, I really only ever see this future utilized to attack a settlement's resources without repercussions. It doesn't make sense that a quartermaster would allow that to happen.

Having a minimum threshhold of resources set by the settlement leader is logical. Approved.
