We have the expanded warehouse mechanics set up to adjust buy/sell prices by race class citizenship and trade deals between settlements, this is a great way to encourage certain groups to become part of a settlement or to encourage inter settlement roleplay,
but I think we could take it a step further by including taxation on properties to follow these conditions as well, to encourage home owners to be a part of the settlement in charge of the property.
It makes a little more sense too, that a settlement would charge higher taxes to outsiders or unwanted races/alignments as a means to encourage settlement growth in a specific direction

Approved for a more customizable tax system. I think many players likely agree with an arm-tax on gnomes.
