This is intended. The merchants in the hub were changed around to help alleviate performance issues related to shops. When a merchant has 8+ pages of goods in their shop, and someone sells another item, it causes gratuitous amounts of server lag.
Here's how to sell your stuff:
Chelyrra: Buys clothes and armor- like she always has, no change.
Sjarfelk: Buys weapons and armor- like he always has, no change.
Aelfmaer: In addition to scrolls, now also buys potions and magic wands/rods/etc.
Anciano: Buys books.
Rithralia: Buys what the others don't.
