Goblin Scourge Flail.

Description of Bug Experienced:
Tried to equip a scourge flail on a goblin in the pgcc, the flail auto-unequips and gives a message saying you need 30 umd to equip.


Steps to reproduce the Bug:
Make a evil goblin.
Try to equip the scourge flail.

Expected Result:
Equip scourge flail.

Actual Result:
Auto-unequips with text about needing 30 umd.

Additional Information/Notes
If i had to take a guess at whats happening, the flail is checking for the old pre-hak race, but with the way pc goblins have been changed its not checking for the new race post-hak.
