Description
In Cordor's Outskirts, in the embassadors' ship that you can pay to improve language from the NPCs, they change every reset between elven, halfling, dwarven, thayan embassadors. Only the gnome embassador is always there. I'm not sure it's a bug, but it really seems to be, so I'm reporting just in case
Steps to reproduce
Enter the embassadors' ship in Cordor Outskirts and the gnome NPC that teaches language will always be there regardless of server reset.
Expected result
Two of the five embassadors in the pool "should" be chosen randomly each reset, but only one of four is random and the gnome is a constant.
Actual result
Gnome embassador + random embassasor.
