Bard + Zhent Operative Song Level

Description:
On the wiki it says that zhent operative counts 1:1 in regards to effective bard song level, but it doesn't seem to be working.

Steps to reproduce:
Build a 25/5 bard zhent operative

Expected result:
Have 30 effective bard song

Actual result:
Have 25 effective bard song
