More Balanced Writs

Writs are in an odd place. From level 1-15 you always have writs you can solo, as well as harder writs that require a party (such as goblin fort vs the cordor crypts). The main issue with these is that the harder writs that require a party don't reward you much more (if any more) than the easier ones. You spend multiple times longer going through them, and much more gold on supplies and significantly higher risk of dying and getting nothing, so why bother for the same reward?

16-20 suddenly the writs become super hard and you can't share writs with lower levels. You go from forest of despair to aurilites in a single level and outside of the patrol writs none of the 16+ writs are soloable at that level. Many of those dungeons they put you through (vampires, aurilites, barbarians, glorag) can challenge epic level parties, no matter high teen parties - and you get so little for them.

Proposals:
1. Allow people to turn in partly completed writs for a percentage of the gold. If you take the Aurilite writ (being new and never doing such before) and get destroyed by the boss, then they not give them 66% of the gold/xp for doing everything but beating the boss? It'll be a good way for players to explore new areas with writs and still know they'll get something for their efforts
2. Expand some of the pre-level 15 writs to level 18 so you aren't suddenly without anything you can do.
3. Greater rewards for harder challenge, or lesser rewards for lesser challenges - if you spend an hour and a half going through the cordor crypt versus half an hour killing goblins in the sewers, why do you get only 250 more xp? What is the encouragement (outside of exploration) for even doing the super hard ones if you're so much more likely to get no writ at all?
4. Ensure that if someone has a writ that one area entry that actually get enough monsters to complete it, rather than ending up with 9/10 monsters killed on a level.
5. Expand the 16+writs into the epic ranges. With the 3 level range max, many of these low epic dungeons writs aren't even doable because you're unable to get a group with low epics! Not everyone can take on Aurilites/glorag/barbarians with a party of four 16-23, they're pretty hard!
