Allow Imaskari to Portal to Imaskari Tower

The FOIG tower dedicated to the Deep Imaskari is pretty awesome and it would be sweet to make it more use-able by Imaskari. Right now it's incredibly impractical to use as a quarter or guild hall. A few ideas about how to fix that while respecting unique challenges involved with this particular area (while trying to be vague enough not to give away anything).

1) Allowing Imaskari ~only~ to activate the portal at the center of the room as a destination would allow more access so that this tileset might be better utilized.

2) For the obvious problem of cursory access to servers: Move the tower to another server and increase access to Imaskari.

3) Implement some FOIG recipe or spell combination that allows travel to the tower by Imaskari.
Ex: Cast Mind Blank -> Stand on Distant Shores Surface -> Use potion of attunement -> Be Deep Imaskari -> ??? -> Profit.

4) Create an impassable barrier between the main hall of the tower and move the functioning portal to still be accessible by adventurers coming from outside the tower. Create an NPC Imaskari that will ferry Imaskari back to the Tower.

5) Ninja-Edit: The lift only works for Imaskari, the portal on the otherside is two-way.
