TS only gives "immunity" to blindness for as long as TS is active, so if blinded, you'd be able to see for the duration of the TS effect and then be blind again as soon as it falls in a few rounds.

It's intentional and not based on any technical limitation.
When this was asked before, the developer response was that -track on those subraces is meant to be a small perk for nature-based subraces, and that reading PC tracks was too big a benefit to simply give out for free to some subraces.

It might be a corrupted file in your main install then. The opposite approach of figuring out which models those imps use and adding a mod version of the imp into your override folder might work. If not, you might need to do a fresh install.
