I think the simple reason why dex is so prevalent is that they got their cookie (EDodge and then now Speed) while strength lost their cookie (Dev crit). It doesn't work with the error message: "Must be a cast on a slashing weapon".

As it works on quarterstaves so I guess it should work on all weapons? Naginata is also a slash/bludg weapon.
