You can get 59/60 on an AA as an elf genasi. 59 with bow, and 60 with +4 xbow (can't even recall if you can use xbow with AA). The build suffers in all other ways. If your character is given an unethical order by the head of state, you have a choice to make. Go along with the order, become ethically compromised and maintain what power you are allowed by that head of state or go against that order, hold true to your ethical position and lose what power you are ...

A side effect of making it so lesser runic materials build up to better ones is that people will be unable to find those lesser runes for sale because everyone will be gathering them to make higher end runes.
