Cleric AB buffs not applying

I'm getting an issue on PGCC where some of AB bonuses from the cleric's battle buffs (bless, aid, divine power, battletide, prayer, divine favor) are not being applies when my character has a quarterstaff equipped. If I cast all the spells then unequip and re-equip the staff, some AB gets added but not all of it. The only way to get the full AB is to unequip the staff and cast all the spells, then re-equip it. Not sure if this is an issue with other weapons or on the main servers. The damage bonuses from these spells still appear as they should.

Divine Favor - +5 (15)
Two-Hand - +2 (17)
+3 Weapon - 20

You're hitting the attack bonus cap and if you have any effects beyond these they'll be wasted. Impressive setup though.

But this issue happens before I’ve reached the attack bonus cap, and I also don’t reach the AB cap when the issue is happening. Specifically, aid, bless, prayer, and battle tide simply do not go into effect when the qstaff is equipped, whereas Divine Power and Favor seem to.

I've noticed on live whenever I use my Scabbard of Blessing (bless, aid) and Silver Bell (battletide) that my AB never increases. It's been like this forever though...
