There's a whole load of issues that are coming up right now in the -saveoutfit/-loadoutfit commands.
- Backpacks are randomly turning on and off when not interacting with the system
- Outfits aren't able to be saved or replace previously saved outfits
- Loading an outfit is unequipping items from inventory

There will be a fix to the saving and overwriting of outfits for the next reset, as for other points:
Backpacks are saved as part of an outfit for newly saved outfits.
Loading an outfit by default equips all the items that were saved in it, so you can save and equip gear sets (and subsets) by saving and loading them. If you want to only load the outfit's appearance then you have to prepend the outfit name with the -a parameter. Or alternatively by doing -appearance [Outfit Name] come the next reset.

So what was happening was the backpack was randomly turning on every now and then. Not specifically when I was using -loadoutfit, but even during times I wasn't. I also did not have the auto-backpack mode thing toggled to active, so I can't understand why it kept popping up. Has only happened since this outfit stuff got messed up.
Say that a character has multiple outfits for cloth, leather, chainmail and plate armour. Hmm...I'll look into the backpack thing, but the new loadoutfit only interacts with your backpack when you load an outfit, and not any other time after that, so it shouldn't be that. As to how the new loadoutfit works:
When you save an outfit it saves all your equipped items in it, and their appearance. This isn't limited to the visible parts of your gear, and now includes accessories and boots and gloves and belts. When you load it it will equip everything you had saved to it, but will skip over equipment slots that were saved empty.
For example, you have outfit Clothing and was saved with clothing "armor", and an outfit Plate, which was saved with full plate. Loading either will change your armor and any other items you saved in either outfit, accordingly. Now let's say you have another outfit called Lockpicking, which you saved without chest armor but with +Open Lock everywhere else. -loadoutfit Lockpicking will then equip all the +Open Lock items you saved but will leave equipped whatever chest armor you had (and not change its appearance).
If you have a Full Plate (Bronze) armor for example, and you save it to two different outfits with two different appearances loading either outfit will change the armor to the appearance.
In a nutshell, -saveoutfit takes a snapshot of what you have equipped when you use the command, and how it looks. -loadoutfit applies that outfit like a layer on top of what you have equipped, changing items and appearances as applicable and ignoring any slots that weren't saved. A NUI interface is in the works that will make this (hopefully) easier to manage and see what's saved to an outfit. And come next reset you can use -equip to explicitly equip an outfit, and -appearance to only apply its appearance.
