Missing Stack Vendors

A few of the NPCs so far I've noticed aren't compiling stacks, primarily Blank Scrolls.

Yes, I did for both vendors.
Magic Potions and Writing Paper work otherwise.
Have not gone to a vendor with Bone Wands yet.

I did try to buy and then reopen and did not see stacks.
