[Favored Soul] Scribing Scroll of Bless

I am trying to scribe a scroll of bless as a Favored soul. I attempted with a start 500 GP and increasing it until 10k GP. My current exp is about 5000 into level 19, however it keeps stating that the scribing of scroll fails multiple times and consumes a spell slot for each attempt. I have the feat to scribe scrolls as well as I am able to scribe higher level spells such as Eagles Splendor, lesser and regular planner binding, stone skin, and Haste. I also attempted to scribe healing spells and spells level 1 and below with no luck.
