Swashbuckler INT damage+ not always applying to offhand

Description of Bug Experienced:
In regards to the swashbuckler damage bonus from INT, I have not been consistently receiving it on my offhand. Unsure why and I haven't been able to work out what triggers it to apply to my offhand when it does decide to. The screenshot is from a lvl 13 swashbuckler single classed pixie.

Steps to reproduce the Bug:
Unsure, it happens sometimes and not other times

Expected Result:
Damage bonus applies to offhand

Actual Result:
Damage bonus only applies to offhand sometimes and seemingly on some strange whim

It was not originally intended to work with offhand. We will reevaluate and either make it not work with offhand consistently or make it work more consistently.
