Scroll reading weirdness of Spellsword4/PM15/Swash11

Description of Bug Experienced:
Made on PGCC a Spellsword4/PM15/Swash11 with INT14. Could read up to level 8 arcane scrolls, even though I don't clearly meet the base INT requirement and Spellsword+HalfPM counts up only to 4+8=12 Wiz, meaning level 6 spells at max.

EDIT: Zero Lore too on this one.

Steps to reproduce the Bug:
Eh uh, made the character as described above.

Expected Result:
Could read wizzy scrolls up to spell level 6 max, because Spellsword (4) + PM15 halved by odd (8) = (12), which on the wizzy spell table reaches spell level 6.

Actual Result:
Can read up to spell level 8, w00ty.

From the wiki about reading scrolls:

"It's a scroll that belongs to one of the character's class spell lists, and they have access to a spell level that's at least half, rounded up, of the spell level at which the spell on the scroll appears in their spell list, and the relevant primary casting ability modifier for that class matches or exceeds that spell level."

Unless I read that wrong, you are able to use scrolls of a level that is actually double the spell level you can cast. Which means you should even have access to 9th level scrolls if your INT is 19+.

Didn't test that with INT19+ but as written in OP the test character's INT is a measly 14.
