Resting on Skal

Description of Bug Experienced:
Rested in Skal in the Barrow with over 50% rest.
Steps to reproduce the Bug:
Rest on skal with greater than 50%
Expected Result:
Not allowed to rest due to being over 50%
Actual Result:
Rest and gain rest energy
Additional Information/Notes
pretty sure more than one area in Skal is tagged as rest. First noticed in the tradepost and the bar area. Figured they were meant to be tagged. Then rested in the Barrow and it happened again.
