Summon Tiers Go Down A Level When Transferring Servers

Obviously it is great that summons and their buffs come with you through servers, but they come through weaker.

I'm fairly certain they are missing their EPIC CASTER BONUS stats on the base model.

Steps to reproduce
----------------------------

Cast summon IX. Note hp, stats, ab/ac, etc. Teleport to another server.

Expected result
-----------------------
Stats are the same as previous.

Actual result
-------------------

Stats are less than previous.

Caster was 27 cleric.

I did this without conjuration focus or animal domain so dunno if this is affected too.

Confirming OP's experience.

Transitioned servers with Summon IX up.

Elder Water Elemental pre-transition:

Epic Mummy Dust summons also lost AB when transitioning between servers, leading me to believe that serverswapping also neglects to check for spell foci.

Summon Creature IX on any server. Transfer to any other server. Summon will be re-summoned, but as a lvl VIII and loses all buffs. Does not affect animal companion.

Steps to reproduce
----------------------------
Summon Creature IX on any server. Transfer to any other server.

Expected result
-----------------------
Summon IX follows through and maintains buffs.

Actual result
-------------------
Summon IX becomes summon VIII, loses buffs.

Additional note, if you transfer again the summon level continues to go down. So it will go from VIII to VII and then VI and so on.
