Transmutation Specialist Tensers Not Lasting As Long As Expected

Essentially, I thought I wasn't getting enough time out of the tenser's transformation signature spell that you get when you pick a transmutation specialist. I'm using the announcement from 5/11/2021 to base my information on this, so if it's out of date, please feel free to correct me, but the signature spell tenser's transformation is supposed to last for three rounds longer when cast by a transmutation specialist. It could be just a level bug for me, though. I timed it with a stopwatch and it turns out, it lasted exactly 1 minute and 54 seconds (114 seconds) for my level 19 wizard -- Abeleshel Ilemenithis.(No multiclass levels yet.) This testing was done on Surface.

Steps to reproduce
----------------------------
Cast tenser's transformation from 'more special abilities' in the radial menu as a level 19 transmutation specialist wizard on Surface.

Expected result
-----------------------
The number of rounds of the effect would be CL+3 rounds -- 22, or 132 seconds rather than 19 or 114 seconds.

Actual result
-------------------
The number of rounds of the effect is equal to the character's caster level.

Misc Notes
----------------
Again, I timed this with a stopwatch from when the spell's effect started on the character and tried this multiple times. If I had to caution a guess as to why this behavior is like this, it'd be because of the recent changes to how the CL of spell effects is determined, but I don't have any idea.

Additionally, I cast Tenser's transformation from the spellbook to see if that would give me a different result, and it did not.

I've only tested this on surface, but I did notice that tensers didn't seem to last as long as it should on other servers as well.

Tried this on PGCC and got the same result.
