Zero indication why a henchman can't join me

Description of Bug Experienced:
Went to Guldorand (Fortress City) Temple of Kelemvor to grab a henchman for which I have leadership. But I get no option nor explanation why I can't hire him?
Steps to reproduce the Bug:
Have 20 leadership.
Talk to guy in screenshot
Expected Result:
Either hired or reason told why not
Actual Result:
Nothing

Do I need to be Kelemvorite/Jergalite? Do I need to have undead writ already taken?

Perhaps the Henchman is for Noble gifted characters only. There are a few of them around.

Maybe, though it would be a very odd place for one. Still, a reason should be given.

I /think/
nobility henchmen do not show their leadership requirement for non-nobles. I might be wrong, however. When you try to approach nobility henchman as a non-noble, many of them simply have no option to recruit in dialogue.

Came today with 22 leadership, and now I can hire him. Either:
a) There's minimum level required (was 11 last time, now came as 12).
b) He's actually 21-22 requirement
c) This time, I buffed my charisma while I was inside Guldorand server, not outside. Maybe that affected my hiring potential?
I can test C now and B after a levelup. If neither is true, must be A
EDIT: Or well, I get "lucky" and only get +2 from Eagle's spell. Just checked, could still hire him at 20, while charisma was buffed outside server, could still hire him. So guess this is not a bug, but suggestion that a minimum level should also be listed?

This guy keeps being a can of worms. Took him out to help me on Surface writs - on server transition, his requirement suddenly changed to 26 and he unpartied me.

And I found another one.
Can hire the 30 ld requiring Fist Mercenaries (which are lvl 19-20 fighters, while I'm only lvl 14) and 25 ld Fist fighters (level 16) but not the two LD25 "Priests". I'm guessing these are the noble ones, but this one's definitely perplexing me.
