Barbarian not getting their +10% movement bonus

This is on a character I have played for a long time. The character is Tribesman (level redacted) / Cavalier 4 / Redacted class . The movement bonus has triggered only for a few times during all the time I have played my character.
At first I was in assumption that either spirited charge or some other piece of cavalier script interferes with the bonus, but to be honest the movement speed is 100% right from logging in unmounted after server reset instead of the 110% it should be.
I have been unable to isolate the conditions under which the correct movement speed is applied, as it has only happened a few times.
