Wild Magic surges inactive on boats

Seems inconsistent, but periodically while sailing I've been unable to proc wild surges even with Reckless Dweomer and/or Fatidical Manipulation.
Couldn't say what exactly causes this, but the common factor is it only seems to happen while on boats.
