Steps to reproduce

Hit something with the Maelstrom pike while in expertise.
Expected result
-----------------------
I hit the thing and I still keep my expertise.
Actual result
-------------------
The drown from the pike causes me to go out of expertise.

I feel the OnHit Drown effect very underwhelming, it will be eaten by DR, and disable expertise. Could this be fixed and buffed a bit?

I wasn't going to mention it, but yes the pike's drown ability did about 20 average damage till some unannounced update nerfed this bonus down to an average of about 5, which often gets reduced to 0 by DR. The Maelstrom is now just a worse version of the dragon hunter pike which to be honest is already not very good.

This weapon suffers the same issue as the original Assuran's Retribution.
The issue with this special effect is it's not really On-Hit: Drown but rather On-Hit: Cast Spell. Since spellcasting drops expertise, this weapon drops expertise.
The difficulty with this weapon is that while its base weapon isn't that great its added properties are fantastic. Even simply adding 2 bonus Slashing would completely outclass the Dragon Swordspear due to Sonic being better than Electric.
