The characters are moving like they are in slow motion.

Can you provide more information than just slow motion?
What characters? Where? What server? What was happening when this occurred? Easiest thing would be to also link a video.
Otherwise this is a very non-helpful report.

All characters on the surface and underdark are moving slow.
Walking speed seems to be = encumbered and running = walking.
It occurs all the time just log on to surface and you will see it.
