New Player Can't Use Summon Shadow

Apparently I don't have enough time on my account, because I get the attached error when trying to summon the Shadowdancer's level 3 Shadow. The Wiki does not mention anything about new players not being able to use summons, so I am presuming it is an error. Very disappointing not to be able to use a core class feature because of this.
