My character is a Pale Master level 13, meets all the requirements of gaining the feat Mummy's Dust and the feat is added to the sheet. I do not see it on the radical to use the spell.

Are you deep enough into epic levels to use it? Mummy Dust is an epic spell so those requirements still apply (which means you need access to 9th circle spells and Epic Arcane Spellcaster feat.)

I have recently experienced this. What is happening is that you have Mummy Dust but you are not an Epic Spell Caster. This essentially works out as you getting T6 undead without being able to cast Mummy Dust, improving all of your undead spells. Once you hit 15 PM, and get Epic Spell Caster, you will be able to cast your Mummy Dust, and with Summon Greater Undead having the same properties as Mummy Dust, you essentially get a second cast.
