This bug occurs if you don't abort the dialogue after the quest-giver NPC hands you a contract. Sometimes an "empty" writ, with a level specification of 0-0 and no text, will appear that, if accepted, takes up a slot on your writ papers.
Steps to reproduce

Accept a writ (I was using a professional one) in this instance.
Expected result
-----------------------
The NPC should send you back to the writ selection menu.
Actual result
-------------------
Sometimes the dialogue will not trigger properly and present you with the option to take an empty writ.
