Description

Currently if you disable group boarding through the use of the -ship command, you can end up in a state of limbo and be unable to board ships.

What happens is that when you disable group boarding through the use of -ship and leave, you can't use -ship to re-enable group boarding again. You end up in a state of being unable to board any ship through the use of party boarding without getting onto another ship first to use -ship to re-enable group boarding.

Steps to reproduce

Use -ship to disable group boarding
Get off the ship
Try to get back on with group boarding
Fail to board as you've disabled group boarding
Try to use -ship to re-enable it
Be told you can't, as you're not on a ship

Expected result

Group boarding onto ships shouldn't respect the group boarding setting, or you should be able to enable group boarding again while off a ship

Actual result

You're trapped in ship limbo until you purchase a rental, board it and use -ship to fix your group boarding status
